Dhaka Rolls Out ‘Fuel Pass’ App to Revolutionize Fuel Distribution

Dhaka has launched a pilot program for a new QR code-based mobile application, "Fuel Pass," aimed at modernizing fuel distribution, enhancing transparency, and combating irregularities. The initiative, currently being tested at two filling stations in the capital, seeks to address issues like long queues and artificial shortages by digitizing the fuel collection process.

The "Fuel Pass" app, developed by the Energy and Mineral Resources Division and implemented by the Bangladesh Petroleum Corporation (BPC), is initially being used for motorcycle users at Trust Filling Station near Bijoy Sarani and Sonar Bangla Filling Station in Asad Gate. The system generates a unique QR code for each registered vehicle, which will be scanned at filling stations to record fuel distribution. This digital record allows consumers to track their fuel quota and enables authorities to monitor supply and usage in real-time through a centralized dashboard.

Officials stated that the manual fuel distribution process has led to inefficiencies, including long queues even when supply is adequate, and instances of individuals repeatedly collecting fuel, creating artificial shortages. The "Fuel Pass" app is designed to mitigate these problems by automating the process and linking it to the Bangladesh Road Transport Authority’s (BRTA) database. This integration will allow for better tracking of vehicle-specific fuel allocation and usage, thereby improving overall fuel management.

If the pilot phase proves successful, the government plans to expand the "Fuel Pass" system nationwide to cover all types of vehicles. Recognizing that not all users may have smartphones, the system includes provisions for registration via the official website (https://fuelpass.gov.bd/). Users can download or print their QR codes from the website, ensuring accessibility for everyone. Energy Division Joint Secretary Monir Hossain Chowdhury expressed optimism that the initiative will reduce misuse, improve efficiency, and strengthen fuel management, especially during times of global uncertainty and supply chain pressures.

The launch of the "Fuel Pass" app comes at a time when global energy supply chains are under pressure due to international conflicts, such as the ongoing US-Israel war on Iran. Despite these challenges, officials maintain that fuel supply in Bangladesh remains adequate, with significant consignments of diesel and octane recently arriving at Chattogram Port. Enforcement drives have also intensified to curb illegal hoarding, with substantial amounts of fuel recovered and legal actions taken against offenders. The government has assured that fuel supply is secured for the next two months.
