Election Commission Enhances Counting Day Security with New QR Code System

Election security with QR code on ballot paper.

The Election Commission of India (ECI) is implementing a new QR code-based photo identification system to bolster security and ensure the integrity of vote counting processes. This technological upgrade aims to prevent unauthorized access to counting centers, marking a significant step in the ECI’s ongoing election management reforms.

Key Takeaways

  • A QR code-based photo ID system will be used for controlled entry into vote counting centers.
  • The system will be deployed for the first time on May 4 for Assembly election counting in Assam, Kerala, Tamil Nadu, West Bengal, and Puducherry, as well as for bypolls.
  • This technology-driven approach is intended to eliminate unauthorized access and will be a permanent feature in future elections.
  • A strict three-tier security system will be in place, with QR code scanning as the final verification layer.

Enhanced Security Measures

The ECI has introduced a QR code-based photo identification system integrated with the ECINET platform. This initiative is designed to completely prevent any unauthorized individuals from entering counting venues. The system will be rolled out starting with the counting for the Assembly elections in Assam, Kerala, Tamil Nadu, West Bengal, and Puducherry, along with by-elections to seven Assembly seats across five states, scheduled for May 4.

This move is part of a larger effort by the ECI to implement over 30 reforms aimed at strengthening election management over the past year. Standardized QR code-enabled photo ID cards for booth-level officers are also being introduced to improve identification and accountability.

Three-Tier Security Protocol

A robust three-tier security system will be enforced on counting days. The initial two levels will involve manual checks of photo identity cards issued by the Returning Officer. The innermost security layer, situated near the counting hall, will require successful QR code scanning and verification for entry, ensuring that only authorized personnel gain access to sensitive areas.

The QR-enabled ID cards will be mandatory for everyone permitted inside the counting centers. This includes Returning Officers, Assistant Returning Officers, counting staff, technical teams, candidates, and their respective agents.

Media Access and Implementation

Dedicated media centers will be established near counting halls to facilitate media coverage. Media personnel will continue to enter based on existing guidelines and authority letters issued by the Election Commission. District Election Officers and Returning Officers have been directed to ensure the complete implementation of this new system. They are tasked with deploying trained personnel at all checkpoints to manage access control smoothly and securely. The ECI has emphasized that all Chief Electoral Officers and field officials must strictly adhere to these guidelines to maintain the highest standards of transparency, security, and efficiency throughout the counting process.
